pill for the people who live in these buildings to swallow. we're told 32 apartments were destroyed. firefighters have lines still run into the building which is still standing from what we understand, it's gutted this morning. still a chance of fire breaking out so they have been on scene all day to make sure there are no hotspots festering in that building. the people who live here are homeless with almost none of their possessions. there is a temporary shelter on golden gate after he run by the red cross. a lot of people who came there were sent to rooms at local hotels. others are staying with family and friends. >> my door got busted open by the construction workers that are actually working on the

school right here. they dragged me outside. >> i left without my cell phone. i was panicked so i just grabbed my wallet and left. so i went back in. i retrieved a hard drive. >> reporter: some good samaritans actually stopped by last night trying to give donations of clothes and food tried to give it to the red cross but the problem is the red cross says there is no way to properly store or tribute that kind of stuff. they only accept cash donations. as for what's next for these homeless people, the city's good samaritan program comes in hooking them up with some of the city's vacant apartments. if there is a difference in the rent, then the city will pay it. on golden gate and pierce in the city's western addition. you can see some roads still blocked off here in the area as firefighters stand bay. we did see some of the people that did live here coming here this morning and talking to firefighters about how they might be able to retrieve some of their belongings from the building. they didn't want to talk with

the media, understandably. they were very distraught. grace. >> all right, thank you, anne. a limited number of senators and house members will meet this morning to consider passing a bill that would extend payroll tax cuts by two months. as terrell brown reports, political pressure forced house republicans to give in. reporter: millions of americans could be spared a new year's tax hike if house republicans fall in line today. >> may not have been the politically smartest thing in the world. but let me tell you what, i think our members waged a good fight. >> reporter: the gop cade under growing pressure from both parties thursday agreeing to accept the senate's two-month extension every payroll tax cuts and unemployment benefits. they refused to take any questions. >> sometimes it's hard to do the right thing. sometimes it's politically difficult to do the right thing. >> reporter: both the house and senate are expected to pass the

measure today. it extends the tax breaks and long-term unemployment benefits through february 29. the agreement marks a victory for president obama. he made the extension an end of the year priority even putting off his christmas vacation to hawaii. he applauded the compromise in a statement saying, because of this agreement, every working american will keep his tax cut about $1,000 for the average family. that's about $40 in every paycheck. the battle isn't over yet. as part of the agreement, lawmakers will try to hammer out after year-long deal in january. >> let us hope we can turn the page and start working together for the good of the american people in 2012. >> reporter: but with the same congress returning in the new year, some fear that gridlock will only continue. terrell brown, cbs news, washington. and because most congress members are away from washington for the holiday, the house and senate will be asked to give unanimous consent so this procedural move will allow the measure to pass as long as no one shows up to object in person. it's going to be a very

busy day on local highways and the bay area's three major airports as travelers begin their annual journeys for the holidays. gil diaz is at sfo where this is expected to be one of the most hectic days of the year especially so since christmas is falling on sunday. >> reporter: hi, grace. good morning. we're inside terminal two of sfo. behind me is virgin america airlines. as you can see passengers already busy checking in for their flights and it is going to be a busy day here at the airport. it is considered sfo's busiest travel day for the holiday, 134,000 passengers coming in and out through the gates. between december 16 and january 2, there's going to be about 2 million passengers coming through sfo. it's an increase of about 5% compared to last year. interestingly enough, in other airports in california, their passenger loads are decreasing by as much as 9%.

the reason it's increasing at sfo, one of the officials says it's because more airlines are using or getting -- or having sfo as a destination and it was added within the last year. now, if you are going to be heading to the airlines this morning through sfo, allow yourself at least 90 minutes to check in for domestic flights. two hours if you're going international. and tsa recommends -- i know it's the holiday so many of you might have gifts for your relatives. don't wrap your gifts. leave them unwrapped. they are going to be providing complementary gift wrapping after you check i through tsa. food items like syrup, salsa, jams and jellies as gifts are not allowed unless they are 3 ounces or less. from you not going to be flying but you are going to be hitting the roads, -- if you are not going tore flying but you are going to be hitting the roads, travel will increase statewide. aaa estimates 91 million californians will be driving 50 miles or more to get to their

christmas destinations. back to you. >> thank you, gil. going it be a busy weekend. let's check in and see what our forecast is looking like for the holiday weekend. we have elizabeth in for lawrence telling us it's going to be very cold. >> we have freeze warnings in effect for much of the bay area this morning. if you are waking up in places like santa rosa, napa, you're waking up to temperatures 20 to 30 degrees below where we were this time yesterday morning so yeah, those freeze warnings are in effect across much of our north bay counties, also east bay valleys and in the south bay in santa clara county. looks like temperatures mid- to low-30s in some spots. freeze warnings in effect out of town through the central valley, delta. so yeah, very cold start. protect your pants -- your plants, your pets, the people, the pipes. you know the drill. so the temperatures mostly in the 20s and 30s, a few 40s out there. 44 in san francisco. but yeah, 28 degrees in santa rosa.

by this afternoon, we are warming things up. we are getting seasonal for this time of the year. a few places a little above average but mostly in the upper 50s to low 60s. a little cooler this afternoon than yesterday. we're staying dry and mild. looks like we're staying dry for the next several days but we have a slight chance of rain coming by about the middle of next week looks like wednesday and then drying out once again for thursday. so we'll have much more weather coming up. in the meantime, let's check traffic. here's gianna with more. >> we have had a couple of trouble spots on the peninsula. chp on the scene of this accident southbound 101 at hills day daily past the san mateo bridge. overturned vehicle was blocking the right lane but they managed to get it to the right shoulder. we are seeing green on our sensors. also south of there we started off with a traffic alert south 101 near palo alto being cleared out of lanes in both directions, moving well. back to you. >> thank you. a new debate over a new traffic plan.

the vta has a plan to transform a busy road into an efficient traffic corridor. the proposal includes eliminating two lanes on the el camino real a thoroughfare that's often congested but planners say losing lanes could actually speed up the commute. so they want to improve bus, bike and pedestrian access over a 17-mile stretch from san jose to palo alto and the plan would cut the number of travel lanes to 2 in each direction along a full 10 miles. the lanes closest to the median would be dedicated exclusively for buses and a bike lane would

be added in each direction. >> one of the things we're trying to do is make transit, walking and biking, more attractive to peopl as we develop and grow as a county. >> not everyone is convinced this is a good idea. some say it could make things worse if people resist taking public transportation. the vallejo fire department mopped up this mess from a three-alarm grassfire that burned near homes last night. it took crews hours to get the flames under control. winds probably didn't help, either. six people were hurt when a transit bus ran out of control in the east bay. look at that. the tri-delta express bus came to rest in a field near the pittsburg-bay point bart station. no word what caused. this all the victims are expected to survive. a wheelchair stolen from a south bay woman. the challenges in tracking down the thief. and talk about some solar savings. what marin county homeowners need to do to cash in on a new rebate program.

investigators are looking fr the cause of a five- alarm e in san francisco's western welcome back. 5:15. in the headlines, investigators are looking for the cause of this five-alarm fire in san francisco's western addition. it was massive and left dozens of residents homeless. but there are only two minor injuries. two suicide car bombs have ripped through damascus, syria, today. local authorities say at least 40 people were killed. the explosions happened just a day after arab league observers arrived in the country. back here closer to home, it's a huge day for planes, trains and automobiles as the christmas and new year's travel seasons kick in. more people in the u.s. are expected to travel compared with last year. there is a new rebate program for people who install

solar systems in marin county. [ echo in the background ] >> the marin energy authority is offering the rebates to its customers. [ laughter ] >> they can get $500 for putting in portable systems in their homes. rebates are offered by marin county and the state of california. if you heard that, i have no idea what that was. we have an emotional plea a sad story from a santa clara woman who says her independence has been stolen an as kiet do reports, the victim's special wheelchair may be difficult to find. >> reporter: it is 3 days before christmas and all kathy jo swift wants is compassion. for the past 7 years she has been getting around on a jazzy pride electric wheelchair maroon colored. she normally parks it against a fence under a tarp at her apartment complex. last saturday when she found it tossed to the side, she knew the $4,000 wheelchair had been stolen. what do you want to say to the

person who did this? >> have a heart and, you know, think about someone. one day he may need a wheelchair and i would hate to center to see him go through what i've gone through. >> reporter: kathy must now use a regular wheelchair which carries up and down the stair. she broke her hip in a car crash nine years ago so getting around this wheel causes arm and back pain. the 60-year-old says in her condition, without a power wheelchair, everything from walking her dog to grocery shopping is a struggle of. >> i'd appreciate any help you know? somebody could find it and return it to me no questions asked. i don't hold anything against anybody. i just would like to have my wheelchair back. [ crying ] >> so that i could have some more freedom. >> reporter: santa clara police have searched the area but found nothing. they have no leads and say it will be tough to solve. in santa clara, kiet do, cbs 5. >> hopefully someone will help

her. the big story, the beg weather story this morning is just how cold it is out there. we're quite a bit colder than yesterday. right now mostly upper 20s and 30s in some spots, 44 in san francisco. but we are under a freeze warning this morning until about 9:00. the winds have died down. that's what's keeping us so cold out there especially in portions of the north bay south bay, east bay valleys all under the freeze warning for the next several hours. by this afternoon, the temperatures are climbing quite a bit. a few spots above average. 62 inland. we are staying dry, mild and expecting to see sunshine once again. so this is the reason why. high pressure is holding. you see low pressure above the high pressure that's bringing us a few high clouds later on this afternoon. but for the most part, we are

seeing sunshine. it will be dry for the next several days. travel forecast not too bad across northern california. partly to mostly sunny 42 expected as the high in lake tahoe. 60 degrees in redding. 53 out in eureka. so your pinpoint forecast closer to home, you can see we are mostly in the upper 50s, low 60s in some spots. temperatures are a few degrees -- a tick below what we saw yesterday. 61 your high in santa rosa. 58 out in san rafael. so over the next five to seven days, we're not expecting any rain for the next several days through the christmas weekend. you can see it's dry sunday, monday but then late tuesday into wednesday we have a slight chance of rain right now. it's not expected to be a huge rainmaker but we could see a few showers by the middle of next week and for christmas, though, we are mostly clear, it's in the upper 50s to low 60s. that is weather. for traffic, here's gianna. >> we're back on track for "holiday light" this morning. on the peninsula a couple of

trouble spots starting off but now everything cleared on 101. between 101 via the san mateo bridge both directions looking good no delays between 880 and 101. first accident was south 101 at hillsdale. activity on the right shoulder, overturned vehicle involved all that over to the right shoulder. elsewhere south of there at embarcadero that wreck completely cleared off the freeway looks like everything is out of lanes, as well. so lots of green there on the southbound side everybody 101. south bay slight delays on the southbound side but that should clear shortly. northbound 280 no problems to record through downtown san jose. everything looks good through there and also a live look at conditions at 880/237. so far, so good no major snags to report for your silicon valley commute. towards the bay bridge this morning, you're in luck. traffic light, metering lights off. only 19 minutes off the eastshore freeway from the carquinez bridge to the maze. everything looks good into san francisco. and the golden gate bridge showing no delays right now. everything is clear out of

the lucky win -- are the lucky winners of the biggest lottery in the world, the el gordo or the fat one. officials did the drawing yesterday and it pays out more than $3 billion in prize money. 1800 winning tickets were sold. among the winners, two housewives associations. i'm sure they are going to be very happy with el gordo. here's a fruitcake with a lengthy history. it is 70 years old. and it's for sale. a state liquidator in ohio found the cake with a note attached -- still looks good -- the cake has traveled thousands of miles. it's been subjected to all types of climate conditions and shocks. the cake is now up for auction. all the proceeds will go to charity. jolly old saint nick is kick off his boots putting on his flippers. an aquarium in malaysia let santa take a dip into one of its big tanks just days before the big occasion. he even has a santa suit on.

scuba santa saw 80 parents and kids. organizers hope the show will help increase awareness to protect marine animals. santa is very busy this time of year. it's almost time for norad to start tracking santa claus as he flies around the world with all those christmas gifts. the norad santa.org website will update santa's location starting christmas eve. this year, guess what! it also has free apps available for itunes and android. norad has been tracking santa every year since 1958. now it has an app. we're "progressing." mystery solved. we now know the cause behind the second power outage at candlestick park. and collecting your garbage bags just got more expensive. the rate hike for one bay area city. dozens of people are waking this up morning newly homeless

is turning down some donati. weather ad libs four buildings destroyed by this massive fire dozens homeless. this morning, why the red cross is turning away some donations. and baby, it's cold outside! we have freeze warnings in effect for much of the bay area. how cold we are out there. we'll tell you coming up. and it's a holiday travel day. we'll have a look at traffic in just a few minutes. >> good morning, it's friday. december 23. i'm grace lee. frank is off today. he is back on monday. it is 5:30. investigators are still trying to figure out what caused that massive fire in san francisco. it has left dozens of people homeless. the fast-moving flames ripped through four separate buildings yesterday. this was near golden gate avenue at pierce street. it took three hours just to get those flames under control. heavy smoke and flames could be seen for miles. firefighters battled the fire, some on top of the building near where the flames were.

in all, 30 units were destroyed. one firefighter was treated for burns on the neck and one civilian treated for smoke inhalation. anne makovec is in san francisco where the vehicles helping those displaced -- where the red cross is helping those displaced by the fire. >> reporter: a lot of people stressed out by the holiday season but imagine waking up the situation these people are in. 32 apartments were destroyed and these people have nothing. you can see the scene behind me. now you can see a garbage truck but behind that the road still blocked off, that's pierce street at golden gate. several fire trucks on scene because there is still a chance that the fire would flare up. they have hoses run into the building right now and they are receiving people who are coming to look to see if they can get into their apartment or have firefighters get in their apartment to see if there is anything left it morning. basically they have almost nothing. a temporary shelter has been created at the missionary temple on golden gate avenue run by the red cross and a lot

of people were then sent to rooms at local hotels. others went to stay with friends and family. most escaped with just the clothes on their backs. >> i'm bringing some pizza and some batteries, 12-volt batteries and accessories to charge people's phones because in this situation, people's basically batteries run out. >> we took some old stuff from our house and we knew that there were a lot of victims who were displaced this evening and thought it was important to help out our community in any way that we can. we got blankets, towels, you know, anything that hopefully a family would need. >> reporter: those were some good samaritans that came to help. but the problem is the red cross says there is no way to properly store or distribute that kind of stuff. they only accept cash donations. as for what's next for the newly homeless, the city's good samaritan program comes in hooking them up with some of the city's vacant apartments.

bay area's three major airports. travelers starting their holiday vacations. that's where we find gil diaz live at sfo. it will be a chaotic day for a lot of travelers. >> reporter: yes. here's an example of how chaotic it's going to be at sfo. i talked to one of the crewmembers here at virgin member. it's really busy. he says all of morning flights are sold out. how many people will be passing through these gates of sfo? officials estimate 134,000 passengers just today. between the middle of december through january 2, we'll see 2 million passengers coming through. that's about a 5% increase compared to last year. interestingly enough, other airports in the state are going to be sewing a decrease of -- are going to be seeing a decrease passenger loads by 9%. more air routes are going through sfo and added within

the past year. you want to allow yourself about 90 minutes to check into the airport going domestic. if you are going internationally, you want to give yourself at least two hours leeway time. we talked to one passenger heading to los angeles this morning. we asked him what he did to make sure he didn't have any hecticness at the airport. >> just getting here early and make sure i woke up on time. and trying to get an early flight i think it's important too because it's less crowded. easier to get through security. >> reporter: if you are not traveling by air, chances are you might be traveling by car. about 91 million californians will drive to their christmas destination. if you are going to be flying. tsa recommends not to gift wrap your -- not to wrap your gifts for your loved ones because

they might have to inspect those packages. if you forget, they are offering complimentary gift wrapping after the tsa security screening. travel delays today, denver international slammed by a massive snowstorm. hundreds of passengers are stranded. 4" of snow blanketed the area. gusty santa ana winds will continue this morning in southern california. look at that wind of gust. more than 70 miles per hour wind gusts were reported in the angeles national forest. a small brush fire broke out near santa paula. there were power outages to 100 customers. there were toppled trees and power lines. not as severe as a windstorm last month but still bad. let's check in with elizabeth trying to stay away this morning. >> i was doing yoga moves to

stay alert this morning. you know, some of those winds you mentioned in southern california were actually breezy conditions here in the bay area yesterday so those winds moved south. we are having cold temperatures. we have a freeze warning in effect for the bay area. you will notice the big swatch of red in the bay area. freeze warnings are in effect in the north bay east bay valleys and portions of the south bay if you are doing a little holiday travel in the central valley portions of the delta all under this freeze warning. this means temperatures in the mid-20s to low 30s across most parts. protect your plants, pets and pipes. coming up we'll tell you hoch warmer we'll get by this afternoon because we are climbing quite a bit. seasonable temperatures in fact. so we'll look at that plus your seven-day forecast. first let's check the travel conditions on the roads. here's gianna with more on that. >> thank you, elizabeth. not too bad. in fact, we had a rough start this morning. couple of accidents along the peninsula but everything is

cleared. a live look at conditions through pleasanton, westbound 580 some extra -- lots of folks on the road going westbound but no major snags to report. altamont pass, looks like we're still holding steady. westbound 580. 14 minutes from the altamont pass to the dublin interchange. traffic moving along through the eastshore freeway. south 101 at hillsdale a previous wreck is cleared. back to you. >> thank you. two men say that they were hurt in a fight at monday night's football game at candlestick park and the two are blaming each other for the altercation. the "chronicle" reports that the fight happened prior to the 49ers-steelers game. san francisco police have three suspects. they are still investigating. the 49ers say that there were about 10 fights reported. but that's fewer than at a typical home game. and investigators now know the cause of the second power outage at candlestick park on

monday. state utility officials and fire inspectors say that the outage during the 2nd quarter of the 49ers game was caused by a malfunctioning switch on the stadium's backup power system. work is starting today to replace the switch. pg&e has said that the first outage was caused by a failed splice on an overhead wire. a shaker for the east bay. a magnitude 2.7 earthquake rattled the hayward fault in the berkeley hills around 9:18 last night. about 300 people went to the usgs website to say they felt it. there have been no reports of damage or injuries. in the meantime the city of christchurch, new zealand, is bracing for more aftershocks. there have been two quakes of a magnitude 5.8 today plus some smaller ones. about 60 have been treated for minor injuries as well as emotional difficulties. you might remember, the city is still recovering from the earthquake that killed 182 people back in february. hasn't even been a year.

under a law. it's already passed but it takes effect on new year's day. barry bonds is officially appealing his conviction on felony obstruction. the case will be randomly assigned to a three-judge panel. attorneys say it could take 18 months for a decision. bonds was convicted of giving ee vasive answers to a grand jury investigating a steroids distribution ring. in bay area headlines, six people are expected to recover after an east bay bus accident. you don't see this every day. the tri-delta bus ran out of control and into a field near the pittsburg-bay point bart station yesterday. we don't know the cause, but it's still under investigation this morning. a three-alarm grassfire in vallejo is under control after burning for several hours yesterday. it came close to a lot of homes. fire crews have been there throughout the night cleaning up the mess and watching for hotspots. the [ indiscernible ] city council has approved hikes in garbage collection rates. charges will go up by $40 for
